Manager III, Global Trade Licensing
Space and Airborne Systems (SAS) is looking for an experienced export control professional to supervise a team and lead export/import licensing activities in a fast paced and exciting export/import environment. This position provides guidance to business personnel on export/import controls to ensure compliance with U.S. and foreign regulations in international business activities. Contributes to development of business processes for preparing, submitting to and obtaining from the U.S. government all necessary export and import licenses, permits, certifications, and technology release determinations. Develops licensing plans and provides guidance for licensing strategy and program planning. Prepares authorization requests for submittal to the U.S. Government. Assures regulatory compliance through review and approval of foreign travel, foreign visits and export and import transactions. Maintains applicable trade compliance records in accordance with regulatory requirements. Supports learning and audit assessment programs to ensure implementation and effectiveness of internal controls.
Responsibilities include, but are not limited to, the following:
Prepares, submits, tracks/statuses, obtains, maintains, manages and monitors complex licenses, agreements, permits, certifications, technology release authorizations, and commodity jurisdiction determinations in compliance with applicable U.S. Government regulations and company policies to support Raytheon programs Prepares, reviews and administers export/import authorizations and miscellaneous correspondence for submittal to regulatory agencies Reviews and approves use of advanced license exemptions/exceptions Approves export and import shipments. Coordinates imports of unclassified and classified hardware with foreign parties to ensure proper customs paperwork is included and shipment is authorized under proper license exemptions Reviews and approves presentations, briefings, documents and other information intended to be provided to foreign persons for compliance with licenses, regulations and company policies prior to release Reviews and approves export/import jurisdiction and classification determinations Maintains records of current and expired export/import authorizations, and issues reports on pending and approved licenses/approvals Performs duties of an Empowered Official (EO) Review proposals, contracts, and/or purchase orders and participate in technical programmatic discussions/meetings Participates in strategic business engagement at the program level to ensure business execution, growth and compliance Supports development of export related training and communications requirements for program area Supports development and implementation of company and business unit policy, procedures, guidelines and instructions to support compliance with U.S. Government export/import regulations and company policies/guidelines Participates/leads in global trade training as well as special projects, cross:functional business projects and corporate projects to support business objectives Supports management in investigating and resolving compliance matters Assist and provide guidance to Export License Coordinators Required Skills:
10 years of related export/import licensing experience and increasing responsibility (licenses, agreements, reclamas, general correspondence requests, compliance, and transactional activities) 4 years Empowered Official (EO) experience In:depth knowledge and application of the International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR) Problem solver, able to work under time sensitive circumstances, collaboratively or independently, and take initiative to address situations before issues arise Strong time management, prioritization, and organizational skills; ability to prioritize among demanding and sometimes conflicting requirements Excellent written and verbal communication skills Able to present recom
