USAID recently tasked FEWS NET to provide market-based response decision support, including but not limited to assessing the feasibility and potential impacts of food assistance programs (emergency and development) on a given country's local economy through Congressionally mandated analyses, often referred to as a Bellmon analysis. USAID/FFP is beginning to diversify beyond the direct distribution of in-kind US-sourced commodities toward the use of market-based food assistance response modalities, including but not limited to local and regional commodity procurement (LRP), cash transfers, and food vouchers. These types of programs require up-to-date evidence to support the analysis of the feasibility and appropriateness of different market-based response options, but this contextual information --with the level of detail desired by FFP -- is not currently available. FEWS NET seeks a highly qualified and motivated senior markets and trade analyst to lead this aspect of the project. We are looking for individuals who have a passion for making a difference in the lives of people around the world.Responsibilities include: Provide technical guidance on market-based response analysis, in response to decision support requests from USAID to inform both development and emergency program designContribute to building a knowledge base to inform analyses of the appropriateness and feasibility of different response modalities in focus countries. This will include contributing to desk research to understand the markets, humanitarian logistics/supply chain, financial services, and livelihoods context in areas under consideration for market-based response optionsSupervise and contribute to desk research on the design, strengths, and weaknesses of past market-based response activities implemented in focus countries and their priority sub-national areasLiaise with partner organization to inform desk research and field assessment design, including USAID implementing organizations in focus countries and CaLP, Food Security Cluster Groups, Cash/Voucher working groups, among othersSupervise the development of related field assessment tools and agendasSupervise short-term consultants onboarded to support market-based response analysis field researchTrain field assessment teams to ensure understanding of the assessment tools and consistency across field assessment membersSupervise and participate in field assessment (4 – 6 weeks), when possible, given prevailing security conditionsDraft sections of FEWS NET deliverables, with guidance from the Home Office Technical teamProvide general support to the team to ensure the successful completion deliverables. This may involve making phone calls to set up interviews, data entry, as well as other forms of ad hoc logistics and technical support over the duration of the contract Qualifications: Bachelor’s degree in economics or international development or a related field is required; master degree preferred4 years of experience conducting market, food security, and response analysis in a developing country settingFamiliar with EMMA, RMA, MIFIRA, or other market assessment tool as used in the humanitarian contextProvide technical support, guidance and training on issues related to market-based response design, implementation, and analysisAble to manage personnel in remote areas of the worldCarry out research and analysis on market-response related topics (i.e. systematization of experiences, lessons learnt, monitoring and evaluation, etc.)Able to work extensively with major donor organizations or research institutions involved in food assistance or food security analysis (e.g., USAID, USDA, WFP, IFPRI, universities).Work daily with international and multidisciplinary team members with minimal supervisionDisplay past professional experience in Sub Saharan Africa and the Middle East is highly desirable (particularly experience related to Yemen, South Sudan, Nigeria, Kenya, Malawi, and Madagascar)Proficient in English language; additional language fluency is preferredDemonstrate leadership, versatility, and integrityAbility to work effectively with a diverse group of staff across 25 country and regional officesAbility to travel internationally, approximately 30 percent of the time (intensity of travel will vary considerably throughout the year.
