SUMMARY OF POSITION
A Capital Markets Analyst (CMA) is expected to demonstrate expertise on reporting databases andapplications for Funding Desk activities, perform research and analysis, andproduce reports that support Capital Market activities.
Additionally, the CMA assists with thecreation and maintenance of business process documentation, process diagramsand Capital Markets projects.
he Office of Finance Capital Markets areaconsists of multiple divisions.
This is an entry level role.
A CMAwill be provided training in various divisions to gain a complete understandingof the Office of Finance Capital Markets area and to be able to support keybusiness processes.
A CMA is responsible for supporting CapitalMarkets functions in the issuance, processing and reporting of FHLBankssecurities.
An effective CMA mustdemonstrate strong written and verbal communication skills and a high degree ofaccuracy with a fine attention to detail.
A CMA is a key point of contact for incominginquiries on debt issuance matters from underwriters, swap counterparties, andFHLBanks representatives. Such requests are very time sensitive and the CMA mustbe able to quickly prioritize responsibilities and be able to effectivelymultitask.
At the Office of Finance, effective businesscontinuity is essential to maintaining our critical operational capabilitiesand continuing to support the FHLBanks in the event of a crisis.
Capital Markets is defined as a mostcritical business function. Capital Markets employees may be required to beavailable during any planned and unplanned business interruptions.
Produce reports, research analysis and reportingof transaction activity to measure the effectiveness of funding efforts
Use business intelligenceapplications and be fluent in the design of reporting databases
Assist in managing debtprogram process, control and compliance to meet business, risk and regulatoryrequirements
Participate in thedocumentation of Funding Desk processes to facilitate ongoing automation andimprove efficiency
Participate in the accurate and timely production,review and distribution of trade disclosure documentation. Interact with CMlegal counsel on trade disclosure matters to keep up with all new relevant taxdevelopments and legal disclosures
Assist with effective functioning of the FundingDesk through administrative and technical support of all phases of debtissuance
Participate in CapitalMarket projects design, documentation and testing
Respond to and provideassistance on incoming telephone calls
Bachelor or Master degree preferred; or anequivalent combination of related work experience and course work
Fluent inMicrosoft Office software; experience with Business Objects software preferred
Ability to work in a fast paced, teamenvironment, adjusting quickly to evolving needs
Capacity to multi-task; ability to work onseveral assignments concurrently and prioritize appropriately
Effective oral and written communications skills
Strongorganizational and planning skills

Ability to workwith diverse groups of financial institutions and individuals
The abilityto initiate and complete work assignments effectively and in a timely manner,with minimal supervision
