Job Description

The Trade Compliance Specialist will reduce and mitigate risk to all import and export related activities by managing the formal NA compliance program. This includes, but not limited to auditing shipments, classifying goods and enforcing all import/export compliance regulations. Manage information flow of shipment between appropriate internal departments and external customers. Manage smooth flow of import orders from origin through customs clearance, and to site door.

Responsibilities

Internal Training:

Develop department specific trainings to instruct employees on Import/Export Regulations as it pertains to their job responsibilities. Examples of trainings would include documentation requirements under 19 CFR, 15 CFR, and 30 CFR, deemed export controls, anti-boycott language, duty optimization programs such as Duty Drawback and Incoterms.

HTSUS Classifications:

Maintain a HTSUS Classification Database including classifying newly developed products as well as a thorough review of the current HTSUS Classifications used by the organization. All classification should be conducted in accordance with the General Rules of Interpretation and substantiation of classification should include, when applicable cited Binding Ruling, Explanatory Notes, Informed Compliance Publications, and other established Customs information. Additionally, and as needed submit Binding Ruling Requests to US Customs. Will also work with law department as needed when technical and/or interpretation matters become very complex.

Free Trade Agreements:

Responsible for Free Trade Agreement eligibility determinations in accordance with the applicable statues. Create ruling requests for products and protests as necessary with US Customs. Work closely with Procurement and Sales to ensure alignment.

Duty Mitigation:

Perform overall analysis of current classifications and identify any opportunities for duty savings using free trade agreements, tariff engineering, complete applications for products to be included in a Miscellaneous Trade Bill, review potential for duty drawback or use of an FTZ as appropriate.

ECCN Determination:

Maintain and determine export control classification numbers for all items being exported utilizing the Commerce Control List as well as Country Chart to ascertain whether license exceptions or licensing is applicable.

Denied Party Screening:

Be responsible for vetting all parties to the transaction and maintaining proof of screenings completed via the Vestera software tool.

Post Entry Auditing:

Utilizing a risk based selection process complete auditing of entries to include a cradle to grave approach (Purchase Order through Proof of Payment to Foreign Vendor). Maintain KPIs of audit findings to complete internal or external corrective actions, as needed.

Post EEI Filing Audits:

Utilizing a risk based selection process complete Electronic Export Information Filing audits to include a cradle to grave approach (sales order through proof of receipt of payment from foreign customer). Maintain KPIs of audit findings to complete internal or external corrective actions, as needed.

Record Retention:

Responsible for maintaining all import/export records in accordance with the applicable governmental statues and complete periodic reviews to ensure records are being retained appropriately.

Respond to Governmental Correspondence:

Responsible for responding to import or export governmental requests including but not limited to CF-28s, CF-29s, CF-4647s, etc.

Maintenance of Import and Export Policy and Procedure manuals and SOP’s for specific operational scenarios.

Power of Attorney management

Maintain excellent communication and relationships with CPB, C-TPAT officers, ISA, and Centers of Excellence and Expertise.

Maintain excellent working relationships with all service providers.

Required Qualifications

Bachelor’s degree or equivalent in business with special in supply chain management or international trade

Working in international trade and with US Customs for minimal 10 years

Possess a US Customs broker license

Know-how of key country customs regulations and processes in USA and Canada

Some Know-how of ocean and air freight operators

Experience with NAFTA Certificate of Origins required.

In-depth knowledge of Incoterms, Harmonized Tariff Schedule, Explanatory Notes, GRI’s, CROSS rulings, antidumping searches and import/export regulations required.

Advanced Proficiency in Excel and Word required; SAP ERP experience preferred.

Strong interpersonal, written, and verbal communication skills a must. Strong Team orientation essential.

Willing to travel occasionally
