The Supervision Group at the Federal Reserve Bank of New York (FRBNY) supervises financial institutions in the Second District of the Federal Reserve System. Its primary objective is to maintain a safe U.S. and global banking system. The Accounting Team within Supervisory Policy and Strategy supports the supervisory program through influencing policy and standard setting to encourage high quality international and domestic accounting standards and practices. The Accounting Team supports these objectives by:

Supporting and influencing, as accounting subject matter experts, policy development and implementation internationally, domestically and locally.

Disciplined, proactive identification of changes or differences in accounting standards or practice over time or between financial institutions that could have implications for regulatory measures, regulatory reporting, risk management and/or risk measurement.

Contributing to supervisory exams and horizontal cross-firm programs.

Providing technical support and analysis to supervisory functions and develop linkages with other groups (Statistic, Legal and Enforcement) within the Bank on accounting and tax matters, especially when they interact with capital or other regulatory measures.


The Accounting Policy team is seeking an experienced accountant with a specialization in capital markets accounting to provide subject matter expertise. The primary responsibility of the Capital Markets Specialist Accounting team member will be to help develop and advance the understanding and implications of bank accounting on our supervisory measures and assessments of financial institutions. Additionally, the Capital Markets Specialist will contribute to our regulatory policy development and examination work outside of accounting. This could include participating either on firm-specific or cross-firm monitoring and examination activities related to capital, liquidity or governance and controls. Other in-depth work could include banks' valuation and consolidation practices, derivative and repurchase/ financing activities or other capital or regulatory issues. Significant responsibilities of the candidate include:

Assess the potential impact of proposed changes to accounting standards through monitoring of proposals, as well as through research and interaction with industry experts.

Understand and articulate the interaction between accounting standards, regulatory capital and any other regulatory requirements.

Support examiners throughout Supervision in their understanding and interpretation of accounting issues, either on an institution specific basis or more broadly from a cross-firm perspective.

Contribute to examination work, such as periodic stress testing exercises.

Collaborate closely with on-site teams and horizontal program departments, such a capital, liquidity and governance and controls, as needed;

Serve as a technical resource on accounting issues for other areas of the Bank, e.g., Statistics, Markets, Research.

Participate in Bank and FR System-wide accounting-focused networks to inform and contribute to initiatives related to accounting issues.

Contribute to and facilitate discussions with external auditors at supervised institutions and participate in discussions with audit firm representatives in broader industry forums.

Prepare and lead internal and external presentations on accounting issues.


Master's Degree or equivalent professional experience (7-9 years) in Accounting or Finance.

Certified Public Accountant (CPA) preferred.

Minimum 5 years of relevant work experience in a financial institution, accounting/auditing firm, regulatory agency or rating agency.

Effective oral and written communication skills, including the ability to speak and write for the audience. Ability to communicate decision critical information in a clear, concise manner.

Project management and leadership skills as well as proven ability to handle multiple projects in a demanding environment and the flexibility to adjust to rapidly changing priorities.

Proven track record in explaining and presenting technical issues to non-technical audiences, strong writing skills, ability to convince and influence others, diplomatic skills, confident speaker even in difficult situations;

Ability to thrive as a member of a team and to build collaborative working relationships with all levels of staff and management, but also well-organized and motivated to work independently when necessary.

Occasional travel may be required.

This position requires access to confidential supervisory information, which is limited to Protected Individuals as defined in the U.S. federal immigration law.
